  Taking suo motu cognizance of the gang-rape of a minor in a moving bus in Delhi-NCR on Monday, the Supreme Court remarked that such incidents highlight a systemic failure on the part of law enforcement authorities. A bench comprising Justice J.B. Pardiwala and Justice K. Vinod Chandran observed that one cannot help but draw distressing parallels with the 2012 Nirbhaya incident. The bench stated, "Reports of rape cases in Delhi-NCR clearly highlight a systemic failure on the part of law enforcement and public administrative authorities to guarantee basic public safety." The apex court stated that public places—including parks and buses—cannot be allowed to become high-risk areas due to a lack of lighting, poor surveillance, and a shortage of other administrative amenities.
