Air Pollution: Delhi cannot remain under restrictions indefinitely: Long-term solution needed: Supreme Court

  The Supreme Court on Monday made it clear that Delhi cannot remain under emergency restrictions indefinitely and dismissed pleas seeking implementation of the Graded Response Action Plan (GRAP) throughout the year. Hearing several petitions on the capital’s annual winter smog crisis, a special bench headed by Chief Justice B R Gavai observed, “Delhi-NCR cannot remain under GRAP forever. We need a long-term solution, not keeping a city under lockdown 365 days a year.” The court was responding to suggestions from amicus curiae (court advisors) and senior advocates, who had sought that the GRAP Stage-III and Stage-IV restrictions, which include a complete ban on construction, entry of polluting trucks and vehicles and changes in office timings, be made permanent till the pollution is permanently brought under control.
