India has taken action against the US amid Trump's tariff war. The Department of Posts (DOP) said on Saturday that it has decided to temporarily suspend bookings of all types of postal items going to the US from August 25. However, letters, documents and gifts worth up to $100 are exempted from this suspension. The Ministry of Communications said in a statement that these exempted categories will continue to be accepted and circulated in the US, pending further clarification from CBP and USPS. It added, "The department is closely monitoring the evolving situation in coordination with all stakeholders and every effort is being made to normalize services at the earliest." Why did India take this decision? The Department of Posts has taken note of the executive order issued by the US administration on July 30, 2025, which will withdraw the "duty-free de minimis exemption" for goods worth up to $800 from August 29, 2025. As a result, all international postal items sent to the United States, regardless of their value, will be subject to customs duties in accordance with the country-specific International Emergency Economic Powers Act (IEEPA) tariff framework. However, gift items up to $100 will remain duty-free. According to the executive order, transportation carriers that deliver shipments through the international postal network, or other “qualified parties” approved by U.S. Customs and Border Protection (CBP), are responsible for collecting and remitting duties on postal shipments. While CBP issued some guidance on August 15, 2025, several key procedures related to the designation of “qualified parties” and the methods of fee collection and remittance remain undefined. What did the U.S. say? As a result, airlines flying to the US have expressed their inability to accept postal shipments after August 25, 2025, citing lack of operational and technical readiness. “Customers who have already booked items that cannot be shipped to the US due to these circumstances can seek a refund of postage,” the ministry said. The Department of Posts deeply regrets the inconvenience caused to customers and assures that all possible measures are being taken to resume full services to the US as soon as possible,” it said.
